The author presents the economic theory of resource allocation, recognizing the peculiarities imposed by water, and then goes on to treat a range of subjects including conservation, groundwater depletion, water law, policy analysis, cost-benefit analysis, water marketing, privatization, and demand and supply estimation. Added features of this updated edition include a new chapter on water scarcity risk with climate change and necessary 0k tools introduced progressively od new risk-attentive material elsewhere in the text sharper treatment of block rates and pricing doctrine ; expanded attention to contemporary literature and issues ; and new appendixes on input-output analysis, water footprinting and virtual water, and cost allocation.

The conventional freshwater sources now available in the region are barely sufficient to maintain the study area's current quality of life and economy. Attempting to meet future regional demands by simply increasing withdrawals of surface and ground water will result in further unsustainable development, with depletion of freshwater resources and widespread environmental degradation. Because these conditions already exist in many parts of the study area, for example in the Azraq Basin and the Hula Valley, as described in Chapter 4 , the reality of a constrained water supply must be considered in formulating government economic plans and policies.

Water resource management is the activity of planning, developing, distributing and managing the optimum use of water resources. It is an aspect of water cycle management. Water is essential for our survival. The field of water resources management will have to continue to adapt to the current and future issues facing the allocation of water. With the growing uncertainties of global climate change and the long-term impacts of management actions, the decision-making will be even more difficult.

Water resource systems have benefited both people and their economies for many centuries. The services provided by such systems are multiple. Yet in many regions of the world they are not able to meet even basic drinking water and sanitation needs. Nor can many of these water resource systems support and maintain resilient biodiverse ecosystems. The inability of water resource systems to meet the diverse needs for water often reflect failures in planning, management, and decision-making—and at levels broader than water. Planning, developing, and managing water resources to ensure adequate, inexpensive, and sustainable supplies and qualities of water for both humans and natural ecosystems can only succeed if we recognize and address the causal socioeconomic factors, such as inadequate education, corruption, population pressures, and poverty.
